Job Summary
The HR Project Administrator is responsible for overseeing and managing various projects within the human resources department in identifying and implementing best practices and forward-looking initiatives for US Operations. This role involves planning, executing, and monitoring projects to ensure they are completed efficiently and align with business goals from conception through to completion. This position is a leadership role in the department and will work towards improving the organization’s overall performance by managing its most valuable assets, its employees.
Specifically, the role involves aligning project objectives with company goals and making sure assigned project team members have the tools they need to meet project deadlines; this comprises everything from developing and executing project plans to leading project teams, reporting on progression, and ensuring projects are completed on time and within budget.
The key goal of the HR Project Administrator is to ensure the successful implementation of projects that contribute to the overall effectiveness and success of the HR function in the organization and responsible for training all personnel on new initiatives, policy and practice; preparing and managing project budgets and timelines with assigned critical deadlines.
Primary Duties & Responsibilities
Project Planning and Execution:
- Define project scope, goals, and deliverables.
- Develop full-scale project plans and associated communication documents.
- Plan and schedule project timelines and milestones using appropriate tools.
- Identify and manage project dependencies and critical paths.
- Coordinate internal resources and third parties/vendors for the flawless execution of projects
- Ensure that all projects are delivered on-time, within scope and within budget
- Develop project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility
- Develop a detailed project plan to track progress
- Use appropriate verification techniques to manage changes in project scope, schedule and costs
Team And Stakeholder Management
- Effectively communicate project expectations to team members and stakeholders.
- Liaise with project stakeholders on an ongoing basis.
- Set and manage project expectations with team members and stakeholders.
- Recruit and lead project delivery teams from within the company.
Resource And Budget Management
- Estimate resources and participants needed to achieve project goals.
- Determine and assess the need for additional staff or consultants.
- Manage project budgets and ensure cost-effectiveness.
- Establish and maintain relationships with third parties/vendors
Monitoring And Reporting
- Track project milestones and deliverables.
- Develop and deliver progress reports, proposals, requirements documentation, and presentations.
- Conduct project post-mortems and create recommendations reports.
- Measure project performance using appropriate systems, tools and techniques
- Report and escalate to management as needed
- Manage the relationship with the client and all stakeholders
- Create and maintain comprehensive project documentation
Project Tasks (not Exhaustive)
- Develop core leadership competencies and integrate into hiring, performance and feedback processes.
- Create development plans for all leaders based on core competencies and skill requirements.
- Create training programs / approaches for individual and team-based learning.
- Create formal escalation process for feedback on safety concerns.
- Create appeals process in concert with progressive discipline program.
- Establish volunteer working groups on a variety of issues, e.g., workplace engagement / non-engagement.
- DEI training, provide leaders training on diversity, equity and inclusion.
- Complete job profile documentation process through employee working groups.
- Formalize accommodation and RTW (Return to Work) program.
- Update employee handbook as needed to stay compliant with local, state and federal law.
- Introduce merit pay framework at both site locations.
- Review and formalize total rewards and compensation programs.
- Create formal staffing plan for Phase 2 operations.
- Take lead on assign working groups to Phase 2 recruiting plans
- Work with global HR partners to ensure global HR initiatives are embedded at sites.
- Conduct HR departmental audits to ensure compliance in all areas and develop plans for improvement and track progress / assign development / improvement teams.
- Work with global SAP / HR group to develop Success Factors tools.
- Develop appropriate ESG / DEI Reporting tools to align with monthly corporate requirements.
Risk And Change Management
- Proactively manage changes in project scope.
- Identify potential crises and devise contingency plans.
- Enforce project standards.
- Perform risk management to minimize project risks
- Other duties as assigned.
Knowledge, Skills, And Experience
- A minimum of a Bachelor’s Degree in Human Resources, Business Administration (with Human Resources emphasis preferred), Psychology, or a related field is required, in addition to verifiable continuing education in the field desired.
- Certifications within the Human Resources discipline is highly desirable, e.g., Senior Professional in Human Resources (SPHR), or Certified Professional in Human Resources (PHR), IAML certification courses completed, SHRM certification courses completed, Employer’s Group, or similar, is highly desirable.
- Advanced education and/or a Master’s degree in a related field and professional certification such as Project Management Professional (PMP) is desirable, but not required.
- This role requires a professional with more than 10 years of combined experience in Human Resources, with 5 years minimum in a supervisory role within a fully functional HR department, particularly in managing large-scale HR projects.
- Strong understanding of HR processes, procedures, and best practices and advanced knowledge of labor law.
- Excellent leadership, organizational, and communication skills.
- Proficiency in project management software and tools.
- Ability to work under deadline pressure and manage multiple projects simultaneously.
- A proven track record of successfully leading HR projects from inception to completion, demonstrating strong project management skills, and effectively collaborating with cross-functional teams.
- Solid experience in managing end-to-end HR projects, knowledge of HR systems and databases, and a track record of delivering projects within timeline and budget would be a plus, along with proficiency in MS Office and project management software, is also necessary.

The hourly pay-range for this position is from $47.00-$65.00, based on experience.
