Russian container ship being towed

The Russian oil container that lost power off the coast of Haida Gwaii is being towed away by a Canadian Coast Guard vessel.
Thursday evening the tanker lost power and there was concern the vessel might run aground on Haida Gwaii.
Ten crew members remain on the vessel. The captain, who was injured, was airlifted to receive medical care.
Tugs are heading to the vessel and will take over towing from the Canadian Coast Guard.

I thought there were sanctions levied against Russian trade? This ship was loaded in Washington state and took on goods manufactured in North America. How legal is this?

Great news: Great Canadian Coastguard crew. One helped us out in 1983 in Johnston Straights off Comox B.C. in 80 mile winds. Saved our spud work barge from going aground after losing all 6 anchors. They have no fear.

You could also seize the ship as Russia seized Lithuanian ship in international waters. Though they used military ships and boarded it threatening with weapons.
