The ISA says it has the right to set the rules as it is a transparent public forum of consensus-building by the international community and in compliance with international law.
The deal is expected to enable cost savings of at least 100 million euros and revenue synergies, stemming from cross-sales opportunities, of at least 150 million euros a year.
In the past few months, government officials have joined with manufacturers, development banks and commercial lenders on measures that will channel more than 100 billion euros ($113 billion) into a supply chain for lithium-ion packs.
