The Materials Manager provides expertise and direction for the materials management of the project to ensure that the right quality and quantity of materials and equipment are provided in a timely manner at an optimal cost. The position has cross functional responsibility to develop the project strategy and detailed plan for materials management in conjunction with Project Management, Engineering, Procurement, Construction Management and Project Controls. To monitor the execution of the plan, facilitate remedial action as necessary and provide leadership to ensure efficient interface between all project functions and its disciplines.
Job Dimensions
Supervision Received - Reports to and receives direction from the Project Procurement Manager with practice oversight from the Global Discipline Director of Materials Management.
Supervision Exercised - Provides leadership for project material coordinators in all disciplines with operational direction of materials management related activities of Engineering, Procurement and Construction Management.
Contacts - Maintains direct working relationship with Project Manager, Engineering, Procurement, Project Controls and Construction Management. Leads to assure mutual understanding, development and attainment of objectives, strategy, plans and requirements for the materials management of the project.
Objective - Optimization of overall project cost and schedule attainment by efficient and effective material definition, planning, coordination, control, and closeout throughout the project process; to optimize operational flow of materials (the associated flow of material data), material visibility and availability during fabrication, installation, and commissioning.
Key Responsibilities
The Materials Manager assumes overall responsibility for the project material availability on site and in fabrication by ensuring organizational effectiveness among all functional disciplines responsible for materials and equipment. This included responsibility for:
- Refining and implementing the operations of the materials management process through the project procurement execution plan, material responsibility matrix, strategies, and systems process workflow integration.
- Reviewing individual Engineering, Procurement and Construction Management plans, procedures, and deliverables to ensure a congruent, robust materials management process.
- Facilitating alignment sessions with key project personnel, management, client, and contractors to ensure common understanding of requirements and responsibilities.
- Ensuring that material identification methods are in place for all material types and equipment delivered to fabricators, installation, and construction site.
- Participating in review of contractor process and system solutions for materials management during establishment of contracts.
- Establishing the requirements of automated materials management system and its interfaces (manual and automated) with project systems.
- Reviewing the project schedule to ensure that sufficient detail exists to support the information requirements of the materials management process.
- Participating in planning and scheduling meetings, supporting the material coordination efforts in rapid identification and resolve of material priorities for off-site and on-site availability.
- Performing ongoing review of the materials management process and conformity of each functional group and leading improvements which may be required.
- Conducting regular materials management coordination meetings between site and home office.
Qualifications and Experience
- Minimum of 15 years related experience.
- Extensive experience in an EPCM project environment on capital projects.
- Excellent experience with and knowledge of E-materials management systems, their setup, implementation, support, and utilization.
- Technical knowledge/understanding of materials management process.
- Proven leadership and facilitation ability.
- Ability to communicate effectively across all levels of an organization.
- Upstream material information management experience with Engineering, Procurement, and suppliers, with downstream Construction Site experience.
- Knowledge of planning and scheduling, construction, and constructability issues.
- Project management skills.
- Experience working on large construction sites.
