US coal severance tax benefits small mining areas

A West Virginia worker was recently stationed at major intersection in Kanawha county with an important mission: count how many coal trucks pass by in an hour. He recorded 57 average, one reason commissioners are pleased that more coal severance taxes are being funneled into the areas where the resource is mined.
